Kamionmjg59: ok, I think I see what's happening - console-setup/variant is marked seen (it probably shouldn't be) and then console-setup SUBSTs in a list of choices none of which are the preseeded value, so debconf picks the first one which (incorrectly, probably) is dvorak11:49
