The first user to log in gets removeable media mounted for them and they can access via Nautilus and Unity bar icons. When this user logs out and someone else logs in, the new user cannot see the volumes at all. Logging out and in to the first account again shows the devices. So in a nutshell, the first session to log in "steals" the removeable media.
