It gets this error: cannot allocate a public IP as needed: failed to allocate a floating ip caused by: Resource at http://controller:8774/v2/2469f191c2b445b9a57642e386b971b0/os-floating-ips not found which doesn't make sense because I can use nova to view floating ips perfectly fine and it uses the same url
