When an account is deactivated, Launchpad appends '-deactivatedaccount' to its name to free up the username for other users. When you reactive your account, you can rename it at https://launchpad.net/~/+edit to remove that suffix.

[07:57] <wgrant> PPAs are associated directly with your account, rather than with a project, but you usually want a project first so you can share your source code, track bugs, etc.
