Symptom I'm trying to understand: User running P has non-Ubuntu package A on the system, which has many dependencies (A1 ... A99). Upgrading P->T via do-release-upgrade ends up saying 'remove obsolete pacakages' (which lists A), and then lists A1.A99 as "Remove (was auto installed)".
