cjwatsonproposed-migration is now running by default for trusty and utopic (in no-automatic-copies mode).  I also tweaked the control scripts to make sure proposed-migration runs again if any tests are in progress, so that we don't get stuck if the archive doesn't change but say an autopkgtest finishes.15:22
