Is this because it was pointed out as potentially responsible in DpkgTerminalLog.txt. In other words, would it make sense to reassign the former bug to gconf2?

[18:31] <wxl> long story short you should look to see if anything reconfigured those two packages: keyboard-configuration or console-setup
[18:31] <wxl> if not, then the fix likely never worked
