I intially added it because it looked like something had changed in the dependency ie python-libavg which made the programs fail to start. This was before I found that the file had been removed alltogether from libavg upstream. The issue is fixed in Vivid, but that's because phpunit's dependencies had their dependencies updated, which of course adds up to multiple packages.
