Looking at the log, what happened is that it was unable to reach the Canonical DC for a little bit, which if those kind of errors aren't handled properly would lead to its internal state to be wiped clean, then re-populated when the remote server comes back online, leading to it dumping everything in the channel [17:05] stgraber: but the code specifically says to skip making any notices if the dict of requests is empty.
