The "ondemand" service on that notebook was scaling down the CPU frequency too aggressively, making it unusable. The accepted answer here worked (http://askubuntu.com/questions/523640/how-i-can-disable-cpu-frequency-scaling-and-set-the-system-to-performance), smooth as butter now, even when unplugged. Not ideal, but better than nothing.
