Check if bluez or bluetooth come up anywhere when you run 'sudo systemctl' (without quotes; press 'q' to exit). If you see 'bluetooth' or 'bluetooth.service' in there for example, run 'sudo systemctl status bluetooth.service' and see if anything obvious comes up which might indicate what's w01:38
