[17:23] <hml> jamespage: agreed - we’re not using the feature correctly - for that bug - we’d like to  to determine how we should use it.
[17:29] <hml> jamespage: sounds like we should make no coorelation between instance AZ and network AZ.  If using FIPs, and no external network specified, we should find an external network in the same network AZ as the network.
