I backported the fix for that documentation issue, but I didn't backport the change for the wayland libraries because the additional package it referred to doesn't exist for 415 and I didn't want to potentially break any users.

The conftest thing for atomic64_t is a hack because there is some weird assembler error that happens for that test with 4.20, but I figured it would be safe to assume that anyone running 4.20 on Ubuntu would have that functionality available, so I just NOPed it.
