It has douple entries also, but for some reason the screen brightness works fine without manually ressetting the shortcuts.  As for kglobalshortcutsrc, it has 2 power devil sections ( found in Neon, Eaon and Disco):  [org_kde_powerdevil] and [powerdevil].
