I checked Software, Synaptic Package Manager, and Snaps, and none of these list DVDStyler as an available option.  Is this

It was because the original iteration used a non-free motion jpeg library which couldn't be included in Debian. It's free now, but it was never picked-up again. I don't have any interest in adding brand-new applications in an LTS release cycle unless absolutely necessary.
