[03:15] <DarkTrick> There's a function in some programs (e.g. pdf reader or gimp(?)), when you press the middle mouse button you "grab" the view and move it around (like on a tablet, if you zoom in an image and move the shown part around through tabs). Could such a functionality be implemented on a OS level or does every toolkit (gtk, qt, ...) need to implement it?
