If the builder outright stops responding, then the job may be *automatically* requeued on another builder (up to a point; if the same job keeps killing builders then buildd-manager will eventually decide that the job is bad and stop trying). So it ... [09:23] ... doesn't follow from "build was restarted" that a human restarted the build.
