Investigating the situation today, it looks like it was successfully phased by now, there was a small hiccup of 50% -> 0% -> 60% but I cannot see any manual intervention by anybody (in ubuntu-archive-tools) and also no relevant regression in the error tracker. Is it the expected behavior that phasing can continue after it stopped?
