More specifically, how would they verify the removal request is valid other than checking the permissions (and work history on the specific package) of the requester13:47

lenasergiodj: I couldn't find any bugs that matched this one exactly but I think I figured out the problem. The user installed mysql-server, then purged all mysql packages and installed it again immediately after. The new install seems to have been blocked by the previous one still holding onto some lock files, specifically ibdata1. I will try and reproduce it20:05
