I switched gtk-common-themes over to using "base: bare" a while ago so it wouldn't be pulling in a large base snap that might otherwise be unused. Using "base: none" would simplify things even further, and make it impossible to ship commands/hooks.
[07:27] <amurray> ooh having a way to try and make sure theme snaps aren't able to ship commands/hooks would be awesome (from a security pov since we grant global-auto-connect for these so can get pulled in without a user being aware)
