rs20092. dnsmasq gets installed during the first 'apt install' run, and automatically starts before systemd-resolved is set up if systemd-resolved is added using `add_package install systemd-resolved`. dnsmasq needs to be killed after the first 'apt install' invocation and systemd-resolved needs to be run manually after killing dnsmasq17:00
