rfmfoo, what it's telling you is ubuntu 16.04 went EOL last year so no updates are available through the normal channels. All the paths forward are unpleasant in various ways, so I have no real suggestions. 19:49

rfmfoo, if you do decide to try EOLUpgrades, note you'll be upgrading 16.04 to 18.04 which only has 16 months left, so you'll want to upgrade again to 20.04 very soon.  It's possible that a fresh install and restoring the data and services would be less work.  (Also the only time I ever tried EOLUpgrades it failed and created a huge mess, but that was a Long Time Ago.)20:13
