[00:34] <rfm> ladeda, not "coming up before it's actually configured" because it's up and configured with at least the link-local address, but it doesn't have your v4 IP address yet.  "configuring" isn't a unitary thing anymore (if it ever was).  And it's not netplan doing it, it's networkd (following instructions laid down by netplan.)
