JackFrostfossfreedom_: I think it's a terrible idea to use a dev release, of a new library altogether, in an LTS release.  That being said, that's obviously not up to me.  How about a trade?  Don't sync it, just add delta lowering xfce4-dev-tools to 4.18.1?  This means that libxfce4windowing could be pulled in without pulling in any other dev releases (which we don't want in Xubuntu.)  The reason for the 01:57

fossfreedom_JackFrost: more than happy with your recommendation for the delta on dev-tools.  From an upstream point of view the new library works nicely on x11 which is the focus for the LTS.  the wayland side of the library fits with the dev nature of future changes beyond v10.9 of budgie - thats 24.10 timescale worries.  I don't have the rights to sync libxfce4windowing.  From a least risk point of view (I don't want to break 09:49
