[12:19] <caribou> Focal is using the Netplan renderer, so it is a passthrough, hence if the "on-link: true" is not in network_config, it will not make it to the netplan config file
[12:19] <caribou> the real problem being that the version of systemd in Focal refuses to set the route w/o the onlink parameter. This is not a problem on Jammy & Noble
