I have altered the default kubuntu settings for for the amdgpu and radeon drivers named ci_support and cik_support so that amdgpu is responsible for these devices. This causes sddm to fail to start, however gdm3 works correctly and I can then log in to a Plasma(wayland) session. I'm not sure if my tinkering with kernel settings makes this an invalid for reporting as a KUbuntu bug.
