| arraybolt3 | nabijaczleweli: that happens if an upload is done with your name on it, which can happen if, for instance, someone sponsored a package upload for you. It doesn't indicate you're going to be held by any ToS, it's just a "ghost" user ID used by Launchpad to keep track (and properly credit you when you go to make an account).
