[16:17] <cjwatson> sarnold: It just makes an ordinary request to the keyserver when it needs it, and (contrary to popular belief, I think) it only caches that within the bounds of a single request or script run - so subsequent attempts will ask the keyserver again
[16:19] <cjwatson> sarnold: There's no long-term caching of public key material from the keyserver within Launchpad, so "how long do I need to wait for Launchpad to update" is equivalent to however long you need to wait for all of keyserver.u.c to be up to date
