The host arch is amd64. Weve installed build-essential, the crosscompiler and other tools for the native arch and now we try to install e.g. libbz2-dev:arm64. When we do this, apt complains about missing linux-libc-dev:arm64. When we also add this to the [14:47] list of to-install packages, it will collide with some of the tools we require for cross building.
